NOTICE TO BIDDERS
Notice is hereby given that the Board of Public Works and Safety (hereinafter “BOW”), acting as the works board of the City of Princeton, Indiana (the “City”), will receive sealed bids at City Hall, located at 310 W. State Street, Princeton, Indiana 47670, until 5:30 p.m. (Central Time), on Monday, May 15, 2017, for a contract to provide solid waste collection services for eligible residential units in the City pursuant to Indiana Code 36-9-30-5, as more particularly described herein and in the specifications and contract documents incorporated herein by reference.
Each potential bidder is required to attend the pre-bid conference which will be held by the BOW prior to the deadline for the receipt of bids. Any person or company interested in submitting a bid for the contract must furnish written notice of such intent along with such person’s or company’s name, address, telephone number, and email address on or before 11:00 a.m. (Central Time), on Friday, April 14, 2017, to the BOW at the address described above; potential bidders shall also send the aforementioned information via email to firstname.lastname@example.org. Potential bidders must furnish an e-mail address for future communications from the BOW. The BOW will cause each potential bidder so registered to be notified of the date, time and location of the pre-bid conference, not less than forty-eight (48) hours before the date and time of such pre-bid conference. The notification shall be made by telephone at the number furnished by the potential bidder and also by e-mail to the address furnished by the potential bidder.
Bids will be publicly opened and read aloud by the BOW in the Council Chambers of City Hall, which is located at located at 310 W. State Street, Princeton, Indiana 47670, on Monday, May 15, 2017, at 5:30 p.m. (Central Time). Any bids received later than the above time and date will be returned unopened. Bids may be opened after the time designated if (a) the BOW makes a written determination that it is in the best interest of the City to delay the opening, and (b) the day, time, and place of the rescheduled opening are announced at the day, time, and place of the originally scheduled opening. No conditional bids will be considered. After their reading, the bids may be taken under advisement and a final decision made by the BOW at a subsequent public meeting.
Bids shall be properly and completely executed and each bid shall be made using the Indiana State Board of Accounts’ Contractor’s Bid for Public Work – Form 96, with acceptable bid security and be completely filled out and signed. The bid security shall be a certified check payable to the City of Princeton, Indiana, or a satisfactory bond by an incorporated surety company in good standing and qualified to do business in the State of Indiana in an amount equal to 10% of the bid. Said bid security will be for the purpose of ensuring the execution of the contract for which the bid is made. Additionally, each bidder submitting a proposal must provide a signed affidavit of non-collusion, along with proof of insurance forms, a financial statement, a statement of experience, the bidder’s proposed plan or plans for performing the contract, the equipment the bidder has available for the performance of the contract and any other items specified in the contract documents and specifications. Any bid not accompanied by the required items shall be deemed a non-responsive bid.
The BOW reserves the right to waive any irregularities or informalities in any bid, to award the contract to the lowest responsible and responsive bidder, or to reject all bids submitted.
Each bid shall give an individual bid price for each service or item as identified and requested in the plans and specifications. If the bidder proposes to change or increase the price during the term of the contract, each bid must so state the method of determining and calculating any such proposed change or increase. This is to prevent re-bidding if the BOW deems it necessary, financially or otherwise, to decrease the cost or alter the total scope of the contract by removing items or areas. This does not mean the entire contract will be divided and/or awarded to various bidders.
The specifications, instructions to bidders and form of the contract are on file in the Office of the Mayor of the City, located in the City Hall at 310 W. State Street, Princeton, Indiana 47670. Any scoring criteria specified in the contract documents and specifications will be considered by the BOW in evaluating all bids received.
